CEL PROGRAMS & VISA STATUS

Our Intensive English program with 20 lessons is is designed for individuals whose primary purpose in the U.S. is to gain cultural experience. Fewer lesson hours allow more time for sightseeing and travel. Our Intensive Plus and Super Intensive with 24 and more lessons per week is designed for individuals whose primary purpose in the US is English studies. CEL advises students to apply for student visa if (1) the main purpose of travel is to study English and (2) a full-time course is chosen. Students interested in applying for an F-1 student visa must provide proof of financial means to cover the cost of tuition and living expenses. This could be a recent bank statement from the student, the student’s parent or legal guardian or a financial guarantee from the student’s company or government. Qualifying students will be issued an I-20 that the student must take to the US Embassy in the student’s home country before coming to the US. If you enter the US on a tourist visa, the main purpose of the trip must be sightseeing or a personal visit. The main purpose of travel may not be English language study. English language study must be incidental to the student’s sightseeing or personal visit plans. CEL has been authorized by the Department of Homeland Security to issue F-1 student visas to students who are coming to the US to study full-time (18 hours or more per week). The maximum time to complete the full course of study at CEL is 80 weeks. 

PAYMENT CONDITIONS

To guarantee your application and mailing of the I-20, you must pay a partially refundable deposit of up to $500 including the non-refundable registration fee and non-refundable accommodation placement fee (if applicable). The remaining fees need to be paid in full 42 days before the start date. We accept credit card payment or wire transfers. Please make sure to cover all banking fees. CEL reserves the right to charge an additional $50 if you request more than 2 changes on your I-20. 

CANCELLATION POLICY (BEFORE ARRIVAL)

If you have applied directly at CEL, the following cancellation fees will be charged:

Cancellation received 28 days or more before start date: Express mail fee, registration fee, accommodation placement fee, non-refundable deposit of the English plus Experience Program

Cancellation received 14 days or more before start date: Express mail fee, registration fee, accommodation placement fee, 2 weeks of housing, 2 weeks of courses, $400 of the English plus Experience Program fee

Cancellation received 3 days or more before start date: Express mail fee, registration fee, accommodation placement fee, 4 weeks of housing, 4 weeks of courses, airport transfer, $400 of the English plus Experience Program fee

Cancellation received less than 3 days before the start date or no-shows will be considered as cancellation after start date.

REFUND POLICY (CANCELLATION AFTER START DATE)

Students who come to CEL through an agent are subject to their agent's registration and refund policies. The agent may be contacted for details on those policies. If the student applied directly to CEL, the refund will be made directly to that student within 30 days of cancellation.  Registration, housing placement, and express mail fees are non-refundable and therefore are not included in refunds. There is no refund for airport departure transfers which are cancelled less than 7 days prior to the departure date. 

Course: On or after the course start date, the first four weeks of the course are non-refundable.  Remaining weeks will be refunded on a prorated basis less a 30% cancellation fee, and are calculated from the last recorded day of attendance (any part of a week attended is considered a full week for refund calculations).  Please note, there is no refund if you withdraw from a course greater than four weeks after fifty (50) percent of the course has been completed.  

English plus Experience Program:: After the course start, there is no refund for this program.  

Accommodation: On or after the course start date, the first four weeks of housing are non-refundable.  A 30-day notice is required to cancel housing.  Remaining weeks will be refunded on a prorated basis less 30% cancellation fee.  All refunds are made to the person or company that made the original payment. 

COURSE & HOUSING CHANGES (MADE ONSITE)

All course changes after course start will occur in a $50 course change fee. All accommodation changes after accommodation start date will occur in a $50 accommodation change fee. Please note, that a downgrade of both course and accommodation is considered a cancellation which results in both, course change fee, plus a cancellation fee of 30% of the difference.

MANDATED ISOLATION/QUARANTINE BY LOCAL HEALTH AUTHORITIES

If for any reason a student is directed by the local public health authorities (based on CDC guidelines) to isolate/ quarantine due to possible contact with COVID positive tested individual, or being tested positive themselves, the following will apply: 

Classes

Students are not allowed to join classes until they are cleared to return to face-to-face lessons at CEL. There is no refund given. 

Housing

Students may be asked and/or mandated to move to alternative accommodation to assure they are able to follow the local guidelines for self-isolating/quarantining which could incur additional costs over and above original accommodation booking (costs). These costs will need to be met at student’s expense. No refund is given should a student miss any part of the original accommodation package. The same applies if a student is required to self-isolate/quarantine for a period after their course has terminated. Additional expenses may apply, such as the need to pay for food. Students may return to the originally booked accommodation type once the local public health authorities advise that they can do so.

Testing

Students may be asked to get tested if directed due to possible contact with COVID positive tested individual, or being tested positive themselves. The costs will need to be met at student’s expense (some sites offer free testing). 

EXPULSION

CEL reserves the right to expel students from classes for unacceptable or unlawful behavior or lack of attendance. No course refund will be given. Students expelled from a course at CEL are no longer eligible for housing through CEL. Repatriation is at the student’s own expense. Housing refund policies will apply.

CEL reserves the right to evict students from housing if students don’t comply with the housing rules. No housing refund will apply in this case. Students are able to attend a course at CEL if no expulsion from CEL applies.

CEL has a zero-tolerance policy for harassment, discrimination, and bullying. Inappropriate behavior includes but is not limited to:
1. Theft of CEL or fellow classmates' property
2. Disruptions of learning environment (e.g. profanity)
3. Improper use of e-mail or internet access
4. Violence or threats of violence towards students or staff
5. Use of drugs (including marijuana where legal) or alcohol on premises

PUBLIC HOLIDAYS

All CEL centers will be closed on all public holidays as listed on the price list and website. The classes for Thanksgiving Friday will be made up. No other classes will be made up, except for private lessons. There is no refund for lessons missed. If a public holiday falls on a Monday, classes will start on Tuesday that week.

ENGLISH LEVEL

If a student does not meet the minimum level of English required to follow a particular course (e.g. Exam Preparation courses), CEL reserves the right to place the student to an appropriate course/level.

REDUCTION OF LESSONS

CEL reserves the right to reduce the number of lessons for our General English 30 - GE30 course, with 30 lessons per week, due to an insufficient number of students, as explained below: 

  • If there is just 1 student per class, the student may receive 24 group lessons plus 2 private lessons per week (a total of 26 lessons instead of 30)
  • If there are just 2 students per class, the students may receive 24 group lessons plus 4 semi-private (2:1) lessons per week (a total of 28 lessons instead of 30) 

CEL reserves the right to reduce the number of your 6 TOEFL lessons for our TOEFL Plus and Super TOEFL, due to an insufficient number of students for the TOEFL part of the program. In return, you will receive an appropriate amount of private lessons of TOEFL. 

CLASS SCHEDULE

CEL courses run on weekdays only (Monday - Friday). Classes can be scheduled in the morning and/or afternoon and no specific timetable can be guaranteed. CEL reserves the right to use alternative classroom of a similar standard in surrounding premises if needed. CEL places a strong emphasis on punctual classroom arrival. Students who arrive more than 5 minutes late to class will be asked to wait in the student area until the start of the next class period.

MEDICAL INSURANCE

Students are required to have medical insurance. CEL does not provide students with medical insurance. CEL strongly recommends that you purchase medical traveler’s insurance or ensure that your current policy is also valid in the US.

LIABILITY

CEL, its staff and representatives will not be liable for loss, damage or injury to persons or property however caused, except where liability is expressly imposed beyond exclusion by statute.

PHOTOS & VIDEOS

Students agree to allow photos and videos taken during the program to be used for CEL publicity and recruitment purposes.

FORCE MAJEURE

CEL will not be responsible for any failure to comply with any of its obligations (and therefore shall not be required to provide any compensation) if the failure is occasioned by any cause beyond CEL’s reasonable control. CEL will not be responsible for any costs incurred by or on behalf of the student as a result of any such cause. Causes shall include but shall not be limited to act of government, war, threat of war, riot, civil strife, industrial dispute, terrorist activity, strike, protest, natural or nuclear disaster, unusually adverse weather conditions, infectious diseases or act of God.

Terms and Conditions of Enrolment

All courses and accommodation are offered subject to availability.

CEL Vancouver reserves the right to cancel a course or make changes to course or accommodation arrangements without liability if obliged to by circumstances beyond its control or due to low demand, or where the student’s preferred accommodation is unavailable. In such circumstances, CEL Vancouver endeavors to offer the best alternative arrangements, dates or venues available, including online tuition. If an alternative cannot be provided, a refund of fees paid for tuition and/or accommodation will be offered but CEL Vancouver does not accept liability for further compensation which exceeds the total fees paid.

CEL Vancouver (and associated third party suppliers) reserve the right to refuse to accept, to admit onto the premises or cancel a student’s course or accommodation due to overriding health and safety concerns, or in cases where we or the accommodation provider cannot make reasonable provisions to acilitate their learning needs or for their personal care.

CEL Vancouver will not be responsible for the non-performance of any contractually agreed obligations, if they are unable to take place due to an act of Force Majeure. Such causes shall include incidents that are outside of our reasonable control, which include, but shall not be limited, to act of government, war, threat of war, riot, civil strife, industrial dispute, terrorist activity, natural or nuclear disaster, unusually adverse weather conditions and infectious diseases. COVID 19 is one such infectious disease which is to be considered as a case of Force Majeure.

In occurrences of such incidents, CEL Vancouver endeavors to offer the best alternative arrangements, dates or venues available, or should an alternative be unable to be offered, a refund of fees paid for tuition and/or accommodation but does not accept liability for further compensation which exceeds the total fees paid. CEL Vancouver does not accept liability for further claims for compensation including but not limited to stress or loss of enjoyment.

CEL Vancouver will do its upmost to comply with public health restrictions related to the spread of infectious diseases and will not be held liable for any non performance of contractually agreed bligations unable to be carried out as result of such efforts. CEL Vancouver requires its students and Overseas Partners to do their upmost to comply with public health policies in Canada.

All prices are subject to change without notice and are not guaranteed, except for prices on courses, accommodation, other ancillary services and supplies that have had booking confirmations and/or invoices issued by CEL Vancouver International.

Payment conditions

To guarantee the course, students need to pay the registration fee within 3 days, the remainder of tuition fees has to be paid 6 weeks prior to arrival.

To reserve accommodation, students must pay the placement fee + 4 weeks of accommodation (obviously only if 4+ weeks of accommodation have been booked) and the remainder of accommodation fees 6 weeks

prior to arrival.

Postponement of Courses

The office must receive written notification at least 21 days before your course begins if you wish to transfer the deposits to a later course date.

Changes before Scheduled Arrival Date

Students must ensure that there is time to reapply for a visa if changes affect their visa provisions. Except for course upgrades, requests for changes less than 7 days before the course begins are subject to an Amendment CAD50.00. Deposits and fees are not transferable from person to person.

Tuition Cancellation and Refund Policy

All cancellations must be received in writing.

Before program start date, CEL receives a notice of withdrawal

If the notice of withdrawal is received no later than seven days after the student has signed the enrolment contract and is received before the program start date, the tuition balance will be refunded less the registration fee, and accommodation placement fee and custodianship fee (if applicable).

If the notice of withdrawal is received more than seven days after the student signed the enrolment contract and before the program start date, CEL may retain up to 10% of tuition, to a maximum of $1000 paid or payable under contract.

After program start date, CEL issues a notice of dismissal or receives a notice of withdrawal

If the notice of withdrawal is received no later than seven days after the program start date, CEL may retain up to 10% of tuition, to a maximum of $1000 paid or payable under contract.

If the notice of withdrawal is received after the program start date, and up to and including 10% of instruction hours have been provided, CEL may retain up to 10% of tuition paid or payable under contract. CEL will refund fees relating to course materials if they have not been provided to the student.

If the notice of withdrawal is received after the program start date, and after more than 10%, but before 30% of instruction hours, have been provided, CEL may retain up to 30% of tuition paid or payable under contract. CEL will refund fees relating to course materials if they have not been provided to the student.

If the notice of withdrawal is received after the program start date, and after more than 30% but before 50% of instruction hours have been provided, CEL may retain up to 50% of tuition paid or payable under contract.

If the notice of withdrawal is received after the program start date, and after more than 50% of instruction hours have been provided, then no refund is due.

Student does not attend program – “no-show”

If the student does not attend the first 30% of the program, CEL may retain up to 50% of the tuition paid or payable under contract.

CEL receives a refusal of study permit

If the refusal is provided to CEL before 30% of instruction would have been provided, had the student started the program on the later of the following:

The program start date in the most recent Letter of Acceptance

The program start date in the enrolment contract;

And if the student has not requested additional Letter(s) of Acceptance, CEL will refund 100% of tuition and all related fees other than the application fee.

Student enrolled in a program without having met the admission requirements for the program

If the student did not misrepresent the student’s knowledge or skills when applying for admission and the registrar orders the institution to refund tuition and fees, CEL will refund 100% of tuition and all related fees other than the application fee.

Institution must pay the tuition or fee refund within 30 days after receiving notice of withdrawal or refusal of study permit; providing a notice of dismissal, or the date on which the first 30% of the hours of instruction are provided (no-show).

The above policy applies for approved programs only. For programs that do not require approval (less than $4K tuition and less than six months in duration) 100% of tuition fee and all related fees other than the application fee are to be refunded if the student does not attend the program and the institution receives from the student a notice of withdrawal or copy of refusal of a study permit no later than 30 days after the start date of the program in the most recent letter of acceptance or the start date of the program in the enrolment contract.

Changes on or after the scheduled start date

There is no amendment fee for students wishing to upgrade to a more expensive course.

Student cannot exchange General English group lessons for an equivalent number of private lessons.

Students requesting course breaks or changes to course breaks after arrival, must give 4 weeks’ notice of requirements, which are subject to availability. Students must pay an amendment fee of CAD50.00.

Accommodation

In arranging accommodation, CEL Vancouver normally acts as a third party, and cannot accept ultimate responsibility for the quality of accommodation provided, or for any damages, theft or financial loss suffered by students as a result of accommodation providers’ negligence, except insofar as we undertake to exercise due diligence in arranging such accommodation on students’ behalf. Students and Overseas Partners are advised to notify CEL Vancouver at the earliest opportunity in cases where the accommodation provided is deemed unsatisfactory, when CEL Vancouver will endeavor to negotiate improvements in the existing provisions or to offer alternative accommodation subject to availability or refunds from providers wherever possible.

All accommodation charges must be paid direct to the Centre and all prices are per person per week unless stated otherwise.

Accommodation is reserved from 10.00 a.m. on the Saturday before the course begins until 10.00 a.m. on the Saturday at the end of the course, unless agreed otherwise.

Accommodation and transfers cancellation and refund policy

Cancellation more than 28 days before the accommodation start date:

The balance will be refunded less the Accommodation Fee, and the Custodianship Fee (if applicable). For the YWCA, the Application Fee will also be retained by CEL, and for all other residences, the Amenities fee will be retained.

Cancellation 28 days or fewer before the accommodation start date:

The balance will be refunded less 4 weeks of accommodation fees, the Accommodation Placement Fee, and the Custodianship Fee (if applicable). For the YWCA, the Application Fee will also be retained by CEL, and for all other residences, the Amenities fee will be retained.

Cancellation on or after start date:

On or after the course start date, the first four weeks of housing are non-refundable. A 30-day notice (60-day notice for GEC) is required to cancel accommodation. Remaining weeks will be refunded on a prorated basis less 30% cancellation fee. The Accommodation Placement Fee and Custodianship Fee (if applicable) are non-refundable.

For the YWCA, the Application Fee will also be retained by CEL, and for all other residences, the Amenities fee will be retained.

Please note that for GEC the minimum cancellation fee is $500.00.

Please also note that the YWCA reserve the right to levy an early check out fee to be assessed and charged on reception of the cancellation.

Cancellation of Airport Transfers

100% refund for cancellations received in writing more than 72 hours prior to check-in. No refund possible for cancellations received less than 72 hours before check in.

Medical Insurance

Students booking their course at CEL Vancouver are required to purchase an adequate medical insurance policy for the whole duration of their stay in Canada. This can be purchased through CEL Vancouver while booking the course if desired.

Disciplinary Code

CEL Vancouver International reserves the right to terminate without notice the course of any student in the case of serious misconduct outside of the school or accommodation such as a serious criminal act, or who persistently fail to attend classes or meet the attendance requirements of the course.

Action in such cases is at the discretion of the Principal or Centre Director, and in the case of visa nationals the relevant authorities are informed that a course has been discontinued early for disciplinary reasons. There is no refund of tuition fees in these circumstances, and any unpaid fees become payable immediately. Any unused accommodation fees after the payment of outstanding amounts due will be refunded in accordance with our terms and conditions above.

Repatriation is at the student’s own expense.
